Pennsylvania Association of Court Management
In 1987, the Pennsylvania Association of District Court Administrators and the Pennsylvania Association of Administrators of Special Courts initiated a process to merge. In 1989, the two associations officially formed the Pennsylvania Association of Court Management (PACM), with Joe Cabraja of Beaver County as the first president.
The goals of the association are to provide a professional organization through which its members may communicate with peers, judges, legislators, and others sharing an interest in effective administration of justice, and to provide a forum for the education, training, and fellowship of its members to promote professionalism of court managers.
The association’s accomplishments include recognition by the Supreme Court of Pennsylvania; providing two educational conferences annually, one with President Judges; various PACM members serving as on the state rules committees--civil, criminal, domestic relations, juvenile, minor court, orphans court, state records management committee and the Judicial Council of Pennsylvania; trained members in all of the National Association of Court Management’s ten core competencies; publishing the PACM Newsletter, “The Court Executive”; inviting allied organizations to participate in our conferences; implementing the association’s ongoing strategic plan; updating the PA Manual of Court Management; initiated a new committee on technology; awarding PACM conference scholarships; presenting recognition awards such as the Lifetime Achievement Award, the President’s Award, continuing education credits recognition, and membership service awards.
The association has several standing committees: Budget and Finance, Bylaws, Caseflow Management, Jury Management, Membership, Past Presidents, Professional Development, Public Relations, Records Management, Research Planning and Development, Special Courts, and Technology. With Board approval and direction, these committees execute much of the work of PACM.
PACM is a major source of information about local innovations and court programs, processes and procedures in Pennsylvania, and provides a mechanism to network quickly with peers, AOPC, and other court agencies and associations to get answers to court management questions at any level at any time.
